Resolution # 1


Investment Policy:

Whereas after reviewing the Trustee Act of Ontario

And whereas;

The District 8 Executive in its charge is to be ever mindful of its diligence in trust of the District Funds

And whereas;

The District 8 Kin Executive finds from time to time it has liquid capital not earning interest of benefit to the membership and is responsible to ensure a consistent return to the members
Be it resolved that;

Section 8 – Investment policy be added to Article 19 – Finance & Accounting

As such

The investment policy of District 8 Kin is based upon the prudent investment standards set forth in the Ontario Loan and Trust Corporation Act, Sec. 154 (2), which reads as follows:

“ …prudent investment standards are those which, in the overall context of an investment portfolio, a reasonably prudent person would apply to investments made on behalf of another person whom there exists a fiduciary relationship to make such investments, without undue risk of loss or impairment and with a reasonable expectation of fair return or appreciation.”

And as such

1) The Kin 8 District Eight Executive, operating through the District Treasurer can invest funds of the District, including Cystic Fibrosis donations.

2) The District Treasurer will seek the advice of a registered financial planner, to offer a plan to allow the funds to be invested per the existing market conditions.

3) The CF Funds are to be invested in a NO RISK fund, and the operating funds in a LOW RISK fund.

4) The District Treasurer will present the investment strategy to the District Executive prior to any investment being initiated.

5) The District Treasurer will report at all District functions on the amount and condition of the District invested funds.

Convention Policy
Whereas the conditions under which our District is continually changing

And whereas:

The District 8 council needs to engage the fullest number of clubs to debate and plot the strategic positioning of the District

And whereas;

The District executive needs the support of the entire District to maintain the services they expect

Be it resolved that;

Article 16 Section 10 be amended to read

Section 11 Club Responsibilities:

Each Club shall have a representative present at the business portion of District Convention. Clubs not attending will be billed the $ 100.00 business registration even in the event of their failure to attend. This amount can be taken from the service account.

Accountability:
Whereas the members of District 8 Kin are demanding greater accountability with regards to the action of their district and zone leaders
And whereas;

The District 8 Kin are demanding greater fiduciary stewardship

And whereas;

Methods for tracking the action of our elected leaders are more readily available

Be it resolved that;

Appendix 3 Section 8 be amended to read

Section 8 District Convention

The District will pay transportation, single registration, meals and accommodation for:

1) The board,
2) All members of the Vice Governors committee
3) District Public speaking competitors.
4) The National representative, except for transportation.
5) That Deputy Governors and Service reps will ONLY be paid transportation, single registration, meals and accommodation costs for those who have achieved a 75 % completion of their accountability matrix developed at Pre-Term with the Governor of the day. <br>

Not In Good Standing:

Where as;

The District 8 finds it necessary to collect dues in a timely and effective manner

And whereas;

Some Clubs in District 8 have failed to remit their dues in a timely manner

And whereas there is no linkage between the administration of National requirements and District requirements

Be it resolved that;

Article 20 be amended such that

Section 5 Failure to remit dues within 90 days of billing and 30 days after final notice, and failing an arrangement being structured with the District Treasurer, a club will be declared Not In Good Standing. As such they will not be eligible to:

1) Vote at District Convention
2) Compete for District awards
3) Put forward candidates for District office
4) Have members sit on a Zone, District or National board

The District executive will also then petition to the National Office that they be considered Not In Good Standing with National and any and all ramifications would subsequently apply.
